How Rates are Set
As a regulated utility, ENSTAR cannot raise or lower rates itself. Every rate change must be reviewed and approved by the Regulatory Commission of Alaska (RCA); an independent state body that ensures rates are fair, justified, and necessary for reliable service.
When rate adjustments are proposed, the RCA publishes a public notice with the opportunity for the public to submit comments. From there, the RCA may decide to suspend the filing into a docket which proceeds much like a civil court trial with witnesses, discovery, a hearing, and a final written order deciding the issues raised in the docket. This process ensures that utility rates are vetted and represent an appropriate balance between a utility’s financial requirements to maintain service and reasonable rates for customers.
Where Your Payment Goes
Your bill is broken down into four parts, each funding an element of your service. While the exact total amount changes based on the size of the meter (from standard home meters to large commercial ones), the core components are the same:
Customer Charge: A flat monthly fee based on your meter size (G1, G2, G3, or G4). This covers the basic administrative costs of maintaining your property connected to the gas system. This pays for things like meter reading, billing, record-keeping, and the physical service line and meter that deliver natural gas directly to a home or business. Because these costs are fixed, this fee stays the same regardless of how much gas is used.
Service Charge (Base): This charge is based on your meter size and the amount of gas used and goes directly toward maintaining thousands of miles of pipeline across Southcentral. This charge helps fund the maintenance and operations of ENSTAR’s natural gas distribution system.
Regulatory Cost Charge (RCC): A small charge required by Alaska statute that funds the Regulatory Commission of Alaska, the independent body that oversees public utilities.
Supplier Gas Cost Charge (GCA): Typically the largest component of your bill, the GCA can represent approximately 70-80% of most customers’ monthly charges. The GCA is a volumetric charge that reflects the forecasted cost ENSTAR pays for gas under supply agreements approved by the RCA. You pay what ENSTAR paid, nothing more. When gas market prices rise or fall, that change is passed directly through to you without a markup. The GCA is adjusted each July after review by the RCA.
